I just got my wordpress site ready..
I am promoting a program and would like to know
if I can and if I am allowed to add the link in wordpress
to promote the program?

Besides that, I am going to create a blog to advertise
the program.
Can I link them together in any way?

I own a domain which is related to the program I am promoting.

You can if you are hosting WP on your domain...I'm not sure about blogs hosted by wordpress.You may have to use your domain to host actual ads and link to it from your blog.

Kevin is exactly right.

If you have a wordpress blog that is hosted on a server you are paying for such as Bluehost, Vodahost etc.. you can put up any ads you would like.

If your wordpress blog is a free one at wordpress you cannot put any ads on it.

You are confusing me a little when saying wordpress site and blog

The original intention of the wordpress program was for blogging. Although with the new update it is much easier to use as a content manager.

Its all clear now.
I am hosting the wordpress site on bluehost, so no
restrictions there I now understands.

This question is for both of you. How do I change
my link so it has the similar fornat as you guys have?
Do I use link cloaker for that purpose.

I am promoting agloco and its going very well..
I signed up under you Charles.
What I want to do, is to add a few variations on the link
on wordpress i.e "Click here to signup" or "Start earning now"
or something similar.

If you mean the links in our signatures, the forum uses BB code. If you go to edit your sig, there is a bb code button you can click that will show you the format. I don't remeber it exactly off the top of my head.

Well it appears that you know how to add links in your signature. If not choose the help option above and it will explain it.
