Well it is true that meta tag optimization may not hold as much oomph as it once did, there is still no reason to not include and use them on your pages. Especially, since there is no evidence that one would ever get penalized for it.
Sometimes you have to take what you hear with a grain of salt, also Google never completely admits to exactly what it is they are up to.
The meta description tag holds more weight than the keywords tag these days, this much we do know. Have your main targetted keyword or phrase in your description tag in some fashion or another. But I would still use the meta keywords tag as well.
The most important thing when it comes to building sites these days appears to be keeping your site theme well focused, with lots of pertinent content related to your theme.
With LSI, the search engine spiders look for phrases and/or synonyms related to your overall theme. This is what LSI is all about. This could be thousands of related types of words related and this is what they look for.
This is also why you want your overall theme and subcategories tightly focused, to avoid theme bleeding. This is why I always emphasize site structure so much.

A well structured, well themed site can beat out sites with higher PR, more backlinks etc. lots of times.
Also, always, always, always, include your main targetted keyword or phrase in the title of your page.
