I am interested in understanding how this works:

Download PingFix
Extract pingfix.php to “wp-content/plugins”
Download WP-Cron
Extract wp-cron.php to “wp-content/plugins” Create folder “wp-content/pingfix” and make writeable (chmod 777)


Where in the world is "wp-content/plugins" located and how do I get there? Is this something I have to host myself?
