Welcome to the forum. It's great that you are starting out so young looking for an alternative way to earn income. I so wish I had known of the possibilities at your age.
It's a lot of work, especially in the beginning, but it's fun and is quite interesting - at least I find it so.
I wish I could tell you a quick and easy way to make some fast cash online to help you get started, but I can't. I think the best thing you can do is try to find a way to earn some 'start up' money so you CAN afford to build your own website. That is the way most people find success in this business.
I recommend SiteBuildIt because it was the web business building package that I started with and found to be extremely good value and easy to understand. It's a full package that includes your domain, hosting, and all the tools and software you need to build a successful web business.
The cost for SBI is $299 a year. So, that's why I suggest you find a way to earn that extra cash (offline) so that you can jump right in and make the most of your time and effort online getting the best possible results.
Can you do a few odd jobs on weekends or nights for a couple of weeks or something like that? It's hard to recommend something since I don't know where you live or what skills you have. Most people can think up a way to earn 300 bucks if they put their mind to it.
If you are determined to get your start up money online, the best option is probably to think about something you are good at and try to find an affiliate product that relates to that topic. You can build a Squidoo lens about the topic and recommend the product using an affiliate link so that you can earn commissions on sales.
After you have that done, try to get some links from other sites to your lens and write a couple of articles about the subject linking back to your lens. If you happen to get lucky and choose a good niche and use proper keywords, etc., you may make a couple of sales that will encourage you to continue on.
It sounds easy when you say it fast, but it really isn't. There is a definite skill to choosing a good niche, researching your keywords, writing to presell, etc. If you don't know how to do it, that is the first hurdle. Learning how.
That always brings me back to SBI.

I learned a wealth of knowledge and skills since I've been using their program. I consider myself quite blessed to have started with them and not wasted a bunch of time running around and treading water.
