As Shylmysten pointed out above this is an old post. But, even old posts can help. I was using a redirect for two of my google Ads, but when I saw this post I went and made landing pages for both of those ads to the display site that was shown. Thanks to all that posted here.

When these kinds of situations come up, sometimes it is best to contact Google directly to find out exactly what went wrong. Just log into your Adwords account and click on the contact button on the top of the page.

I agree with GetaGrip, contacting Google might be a lot easier although sometimes their replies aren't exactly helpful.

I think Tony hit the nail on the head - it could be that someone at Google "goofed" because they didn't fully understand the policy. In these situations, it is best to write to Google, fully explain your situation, and show that that your website didn't violate their TOS.
