I am not sure how to answer that question. When I use PLR stuff, I always rewrite it to make sure my keyword phrases are in it and to make it sound like me. I just find it easier to start with an article already written than to do one from scratch especially when its an area with which I am not too familiar.

As mentioned, if you want half decent PLR you have to pay a little bit more for it. I have 3 PLR sources that I use because they are honest. One lady won't write in certain niches because she openly admits they either bore her or she can't get an understanding of the niche. That's honest and means I can use the content framework of her packages with complete confidence.
Some of the bad PLR you cannot trust, even as an outline, because the content can be erroneous leaving you with egg on your face in front of your customers if you are trying to get a foothold in a niche where you have minimal knowledge and don't pick up on the mistakes.
So, trusting your PLR source is really important or else you just have to check and research everything yourself anyway so you you don't save any time - which is what PLR is meant to be all about.
The thing is, even with good quality PLR it all has to be re-written and "uniqueified" with titles checked to make sure they contain the proper key phrases if it's going to be used as website content. Obviously for responder content and pdf's, good quality, trusted PLR can save you a ton of time.
Mostly with PLR it just gives me content ideas for a new niche.
That's a good point that I hadn't really considered previously. There are some incredibly obscure or weird niches out there.

Being on a restricted budget, I can't pay for PLR at this point, but I do get a lot of free stuff. Most of it is poor and there is a lot that is down-right awful. But even in the worst there are seeds of ideas in there that I can take to write my own stuff. And I always find some that is for niches that I'd never even thought of, so you never know what you'll find in there.
Some are actually very good and just need a little tweaking to give them my voice.
One area that I've seen more of lately is PLR scripts, software, web templates/sites (I guess "PLR" makes more sense to non-technical IMers than "Open Source" or "GPL" type licenses) and audio/video.
The trap you need to watch out for is that it can become quite a time sink. Collecting and reviewing the stuff can use a lot of time if you're not careful. You get to the point that you're afraid you'll miss the diamond amongst all that coal.

One other thing that I forgot to mention, there is a lot of MMR and rebrandable MMR stuff out there. This can be useful as a source of affiliate products and programs. See what the writer is promoting and look to see if it will fit with what you're promoting.
If they're well written, the rebrandable reports can be useful as you can set your clickbank links in them, but you don't get the list building opportunities of sending the traffic to your own site. Not a bad thing as a bonus giveaway to your list though.
